Since 2017, CM Public Safety Training, LLC has trained thousands of criminal justice professionals across the Midwest. We specialize in courses such as leadership development, field training, DUI enforcement, and de-escalation strategies. Our mission is to provide practical, affordable training grounded in adult learning principles—relevant, real-world instruction designed for today’s public safety professionals.

 

CM Public Safety Training, LLC is a certified vendor approved by the Indiana Law Enforcement Training Board, the Minimum Continuing Legal Education Board of the Supreme Court of Illinois, and the Illinois Law Enforcement Training and Standards Board.

 

We’re also flexible and responsive to agency needs, offering custom training programs tailored to specific goals or operational challenges.


Michael D. DeHart - Owner

 

Michael- began his law enforcement career in 1989 and currently serves as a lieutenant with the Indianapolis Metropolitan Police Department. Over the course of his career, he has worked in small, medium, and large agencies, bringing a wide range of experience to each.

Michael has held numerous roles, including field training unit supervisor, academy instructor, crime analysis officer, grant manager, and field supervisor. He is a certified Master Instructor with the Indiana Law Enforcement Training Board (ILETB) and a proud graduate of the FBI National Academy.

He holds master’s degrees in both Criminal Justice and Business Management. Michael has taught at several colleges and universities, including Indiana Tech University and Ivy Tech Community College. He also served as an adjunct lecturer in Criminal Justice at Indiana Wesleyan University, within the Department of Social Sciences.


Thomas Lahay- served 31 years with the Indiana Department of Natural Resources Law Enforcement Division as an Indiana Conservation Officer. Since November 2016, he has been an instructor at the Indiana Law Enforcement Academy. A nationally certified and recognized instructor through IADLEST, Tom is also an LETB-certified Master Instructor. His expertise includes firearms instruction (handgun, shotgun, and patrol rifle), STOPS, active shooter response, de-escalation techniques, and use-of-force training.

Tom earned degrees in Law Enforcement and Conservation Law Enforcement from Vincennes University and later obtained a bachelor’s degree in Homeland Security. Since 2005, he has served as an adjunct instructor at Vincennes University, teaching courses such as Survey of Criminal Justice, Criminal Investigations, Police Operations, and Wildlife Criminal Investigations.


 Brian Wills is a highly experienced police officer with the Indianapolis Metropolitan Police Department (IMPD) since 2006, distinguished by his extensive expertise in Crime Scene Management. Wills served as a primary Evidence Technician personally processing approximately 7,000 diverse crime scenes. His comprehensive field duties involved responding to and managing the forensic aspects of major incidents including burglaries, robberies, death investigations, aggravated assaults, and shots fired calls. He’s responsibilities include documenting the scene (via photography), processing the scene or prints and DNA, collecting and preserving evidence and meticulously maintaining the Chain-of-Custody.  Furthermore, he has extensive courtroom experience testify on the crime scene technician activities.  Wills also serves as the lead instructor for IMPD’s evidence technician course. 


Dustin Loeb-began his career in 2006 with the Indianapolis Metropolitan Police Department. Over the course of his career, he has served in multiple roles that strengthened his investigative skills, leadership abilities, and commitment to victim-centered policing.

Dustin currently serves as a sex crimes detective, where he has spent more than a decade investigating a broad range of complex and sensitive cases. His work has involved identifying offenders, coordinating multi-agency responses, executing detailed investigative strategies, and helping victims navigate both the investigative process and their long-term recovery. His professionalism, case outcomes, and rapport with victims have earned him a strong reputation within the department and among partner agencies.  In addition to his investigative duties, Dustin serves as a Detective Training Officer (DTO), responsible for training and mentoring newly appointed detectives.


Cory Whaley began his law enforcement career in 2009 and joined the Lawrence Police Department in 2013. He holds a degree
from DePauw University and has a background in behavioral health counseling.
He currently serves as a detective specializing in adult and child sex crimes, internet crimes against children, and complex,
trauma-related investigations. He has extensive experience conducting high-stakes interviews with victims, witnesses, and
suspects.
Cory is the department’s lead defensive tactics instructor and teaches trauma-informed interviewing, report writing, and case
management. He applies evidence-based, trauma-informed and FBI-based methods in real-world investigations.
